With this changes there will be easier way to obtain 80% bonuses(still depends on their position on map). Up to 9 countries can have 3x80% (3 of them can have 3x100%) and 10 countries with 2x80%(food and wep).
Before change we have 166 regions with food resources, 159 with wep and 158 with house.
After 155 food, 158 wep and 169 house.
Still it makes easier to obtain 60% food resources(3rd rares resource is now +10) and 60% house(3rd +9) only wep would be harder (3rd -1)
